  1. UK act of Parliament 1989, making disclosure
  2. of confidential material from government
  3. sources by employees subject to disciplinary
  4. procedures; it remains an absolute offence
  5. for a member or former member of the security
  6. and intelligence services (or those working
  7. closely with them) to disclose information
  8. about their work. There is no public-interest
  9. defence, and disclosure of information
  10. already in the public domain is still a
  11. crime. Journalists who repeat disclosures may
  12. also be prosecuted. The 1989 act replaced
  13. Section 2 of an act of 1911, which had long
  14. been accused of being too wide-ranging.
  15. Prosecution under criminal law is now
  16. reserved for material that the government
  17. claims is seriously harmful to national
  18. security. Any service member wishing to
  19. complain of misconduct within the service is
  20. allowed access to an independent counsellor,
  21. in turn with access to senior ministers.
  22. Investigations under special warrants, which
  23. are issued by the secretary of state in such
  24. cases as terrorist acts and organized crime,
  25. are also to be regarded as absolutely secret,
  26. but the act limits the circumstances of their
  27. operation, and there is an independent
  28. commissioner and tribunal to prevent abuse of
  29. such powers.
